Repo-level metric pools: one observation per corpus repo. Absent on artifacts built before this section existed — absent = no lens.

Each vec in values is sorted ascending (enforced by attach_repo_metrics). Downstream lookup via raw_percentile relies on this invariant.

Sorted ascending. Key: metric name ("propagation_cost", "cycle_file_share").
