A corpus build manifest: the set of pinned repos the calibrate command ingests and pools per-function metrics from.

Parsed from TOML. Each [[repos]] entry names a source (an HTTPS/SSH clone URL or a local filesystem path), a pinned sha, and the languages the repo contributes to the corpus (advisory: which Tier-1 languages the curator expects; the command pools whatever the ingest actually finds).
