Collection-level policy configuration

Used for CREATE operations where no specific object exists yet. Evaluates permissions based on subject attributes only.

Example: User wants to upload a file

Can evaluate “can user create files?” without the file existing
Checks: quota_remaining > 0, role == “creator”, !banned, email_verified
