The outer wrapper for the rule tables JSON document as produced by the sync pipeline.

The source JSON has a single top-level key cfnlint_rule_tables wrapping all fields. deny_unknown_fields ensures we detect schema drift at deserialization time. Used at build time for validation of the generated file.
