Arguments

• name - Service name identifier
• config - Service configuration from TOML

Returns

A boxed ServicePlugin implementation matching the service type

Errors

Returns error if:

• Service type is unknown or unsupported
• Required configuration fields are missing
• Configuration values are invalid
