Native platform implementation using std, tokio, and reqwest.

This is the standard platform for server-side and CLI usage. It provides:

• HTTP via reqwest with connection pooling and TLS.
• Filesystem via tokio::fs.
• Environment via [std::env].
• Process spawning via tokio::process.
