Store in dir (created 0700 on first write).

pub fn operator_default() -> Result<Self, RuntimeError>

The operator store: the resolved runtime root (see RuntimePaths), then SEED_SECRETS_SUBDIR.

Tokens used to live under ~/.clawft regardless of project. When a project root has no store yet but the legacy one exists, the legacy store is used (WARN); secrets are never moved automatically.
