Local placeholder: card 02 owns the capability vocabulary (trust.tier.{discovered,paired,pinned}); this enum mirrors those ids until that type lands.

Discovered

Seen on the mesh, not paired. Runs nothing by default.

Paired

Operator-paired. Runs operator-signed workloads.

Pinned

Pinned. May run workloads that carry secrets.
