Variants

Refused(Refusal)

The target answered with a signed refusal.

Unreachable(String)

No valid answer, and the request never left this node (connect failed), or it did not change state. Safe to try elsewhere.

Indeterminate(String)

A state-changing request was sent but no valid answer came back (timeout, dropped connection, bad signature): the target may have acted on it. Never retried elsewhere before reconciling.
