Expand description

QUIC mesh transport (ADR-026 primary for Cloud/Edge).

Implements MeshTransport with quinn. Wire addresses use quic://host:port. Real peer authentication is Noise on top of the bidirectional stream (see mesh_noise / [kernel.mesh] noise).
