Discriminator for governance rule evaluation paths.

Most rules use the default effect-magnitude path (General). BrowserPolicy rules apply platform-aware checks for untrusted browser nodes (S7 / WEFT-108) independent of effect magnitude.

Variants (Non-exhaustive)

Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.

Standard rule evaluated via effect-magnitude threshold.

BrowserPolicy

Browser-platform sandbox policy (topic scope, elevation, spawn/network).

BindingThread

Binding-thread integrity on SOUL.md (WEFT-342 / soul.binding_thread_intact).

Evaluated independent of effect magnitude when the action is soul.binding_thread_intact and the request signals a mismatch (elevated security effect and/or binding_thread_status=mismatch in context).
