Wired external-ledger stub.

Always persists an intent to a local JSONL log. When endpoint is set, the receipt records the binding (external-stub:{endpoint}:{seq}) so a future HTTP/gRPC transport can submit without changing the trait surface. Network POST is intentionally not performed until a ledger target is chosen (ADR-041 defers chain selection).
