An allow/deny list model where deny overrides allow. Empty allow means all tools permitted (unless explicitly denied).

allow: Vec<String>

Tools the agent is allowed to use (empty = all allowed).

deny: Vec<String>

Tools the agent is explicitly denied from using.

service_access: Vec<String>

Named services the agent may access (e.g. “memory”, “cron”).
