Withdrawal of an in-flight ControlRequest (control_cancel_request).

Either side may send this for a request it originated. The CLI sends it when it no longer needs the answer, for example a pending can_use_tool prompt after the turn was interrupted, or one another client already answered. The receiver should drop any UI or pending state for request_id; a ControlResponse sent afterwards is ignored. There is no reply to the cancel itself.

The request_id of the ControlRequest being withdrawn.

session_id: Option<String>

Session id, stamped only by the remote bridge.
