One step under jobs.<id>.steps.

name is the name scalar when it has text. Otherwise it is the uses scalar, and otherwise the first non-empty line of run. line is the 1-based line of the key that supplied name. Those keys match without ASCII case, and the later key wins. Block and flow styles both count. A step with none of those keys keeps an empty name and the line of its first key, or the line of the step itself.

local_action is set when uses is a ./ path to an action in this repository. A reusable workflow path and a remote action stay empty.
