Actions that can be authorized in Chronix.

The original Admin variant was a catch-all for all administrative operations. Granular admin actions (below) allow policies to grant least-privilege access — e.g. granting ManageModels without also granting ManageKeys. The Admin variant is retained as a super-action that implies all granular admin actions.
