Wall-clock cost of the recovery phases that finish before the replay stream
is handed back. epoch_claim is the manifest CAS that fences prior writers;
prepare covers directory adoption and repair, committed-seal enforcement,
and the appendable-candidate takeover walk. Replay and Recovery::start
are timed by the caller. This is diagnostic only and is never read on the
correctness path.
