on_behalf_of names a non-user principal. The on_behalf_of lane is user-only by the same invariant the ownership table enforces in SQL (CHECK (on_behalf_of IS NULL OR on_behalf_of LIKE 'user:%')), and widening it would collapse the camp-vs-user audit distinction the design doc requires.
