Sentinel error signalling “a gRPC service name in this registration is already
owned by a different gear” (single-gear ownership is enforced atomically in
GearManager::register_instance). The gRPC boundary logs the conflicting
service_name / owner server-side and returns a static-message status whose
code depends on recoverable:
recoverable→Status::failed_precondition: another gear merely currently advertises the name; it clears when that gear deregisters, so the registrant retries.- not
recoverable→Status::permission_denied: the name is pinned to another gear by the ownership map; retrying can never reassign it.

recoverable: boolWhether waiting could clear the conflict (see the type docs). true for
a current-advertiser conflict, false for a pinned-ownership conflict.
