Canonical lower-case BLAKE3 digest of the policy’s semantic configuration, for SDK adapters whose configuration is part of their identity (for example crate::GuardedUtilityPolicy). A controller binding then rejects a policy whose configuration drifted without a version change. None keeps the historical identity shape.
