Tower Service implementing the Choice EIP (Content-Based Router).

Evaluates when clauses in order. The first matching predicate routes the exchange through its sub-pipeline. If no predicate matches, the otherwise pipeline is used (if present); otherwise the exchange passes through unchanged.
