One locale’s message bundle (v0.222+): messages <tag> @reference { ... }.
tag is a plain identifier at the grammar level — its LocaleTag
refinement (bynk.locale) is checked later, not lexed as a string.

permissive (zero or more, same as store field annotations); cardinality
(exactly one @reference per bundle, counted across every Messages
item in the commons) is a checker concern, not a parse error.
