Durable per-(host, topic) GASP sync health (bsv-low#302) — the input to the pure quarantine rule crate::gasp::peer_sync_quarantined.

Fields

consecutive_failures: u64

Consecutive sync attempts that ALL failed (timeout counts as a failure). Reset to 0 by any successful sync.

secs_since_last_attempt: Option<u64>

Seconds since the last recorded sync ATTEMPT (success or failure). None = never attempted / no health tracked — never quarantined.
