AtCeiling

Refused at a ceiling of the storage’s own (the worker’s global count and byte bounds, the lens fold’s M3): counted too_many, and the walk goes on under the per-peer budget alone, as before #555. A BUDGET signal, never the loss of a walk (bsv-low #585): the storage must leave the record it HELD under that key as it was, and the engine keeps it, so a resumed graph refused room resumes from that record at the next pass and never walks from its root again.
