When a background refresh downloads an image.

A host that already has the image is the common case, and most targets only need the copy to exist. Ordering matters: merging two targets that share an image takes the larger value, so one demanding target upgrades the pair.

Variants

WhenAbsent

Pull only when the host has no copy (missing, or auto on a fixed tag).

Always

Pull every tick (always, or newer / auto on a moving tag).
