Absent(SemanticDiagnosticDomain)

An activated gem pack owns the name’s namespace, claims that surface complete, and does not publish the name. The absence is therefore proven at BoundaryStatus::ExternalIndexed, in the carried domain.

Unpublished(SemanticDiagnosticIncompleteReason)

No activated pack owns the namespace at all, so the packs say nothing either way. The reason states how far retained discovery could see, so a caller with its own complete surface can still prove absence on that one.

Incomplete(SemanticDiagnosticIncompleteReason)

A pack owns the namespace but retained state cannot decide, for this typed reason.
