HTTP/HTTPS downloader with retry support.

This downloader handles http:// and https:// URLs. It supports:

• Configurable retry policies with exponential backoff
• Size limits to prevent downloading excessively large files
• Optional IPFS gateway fallback for URLs containing /ipfs/
