A standard implementation of RequestBuilder that uses a layered architecture.
This builder composes multiple layers, each handling a specific aspect of request building:
storage_layer: Manages program and input storagepreflight_layer: Validates and simulates the requestrequirements_layer: Sets up verification requirementsrequest_id_layer: Manages request identifier generationoffer_layer: Configures the offer detailsfinalizer: Validates and finalizes the request
Each layer processes the request in sequence, with the output of one layer becoming the input for the next.
