A decision the team’s own documents leave open (“Your decision”, “Open conflict”), seeded into the queue by borg assimilate --from-dir (assimilate_dir.rs). Never raised by a checkpoint and not a message to anyone, so it does not use up an engineer’s budget.

Reach

Who should hear an existing lesson (reach.rs borg reach): the team, its repo, or only the engineer. Queued by a cleanup, not a checkpoint; answering it moves the lesson, writes none.

Constraint

An invariant an engineer’s veto named (veto.rs propose), proposed as a constraint of the collective. Queued by borg learn, not a checkpoint; only an engineer’s answer ratifies it, and the default keeps it a lesson only.

Whether the queen chose to raise it: the four kinds a checkpoint escalates (classify). The others are proposals or gates every engineer answers whatever the queen thinks, so the queen’s attention reward (escalation.rs) leaves them out.

pub fn proceeds(self) -> &'static str

The option that lets the drone’s plan go ahead: the “yes, fine” of an escalation. An external mutation’s default holds it, so its alternative is the plan; every other escalation proceeds by default. Empty for a kind that does not escalate.
