Selects Account records by key id, chain address, packet key, or all accounts.

AccountSelector::Any is accepted by BlokliQueryClient::count_accounts and BlokliSubscriptionClient::subscribe_accounts. BlokliQueryClient::query_accounts requires a narrower selector to avoid accidentally fetching an unbounded account list.
