Variants

Blocklisted

Peer is explicitly in the blocklist.

NotAllowlisted

An allowlist is configured and the peer isn’t on it.

Cooldown

Peer is currently in failure-driven cooldown.

scheduler.now_ns() past which the peer becomes eligible again.
