Request to hot-reload the catalog/policy generation from disk.

Deliberately minimal: it carries NO catalog/policy content. The broker always re-reads config from the configured on-disk paths; the wire cannot supply or override it (a policy-injection trust boundary, enforced by construction: there is simply no field for config here).

Dry-run: validate the on-disk candidate (re-read + full validation + the restart-only routing-shape guard) and report the would-be outcome WITHOUT swapping the serving generation. false performs the real validate-then-swap.
