How startup handles a backend that cannot satisfy a required capability.

Variants

Strict

Any unmet requirement aborts startup (fail closed). The default.

Degraded

Defer to each key’s MissingPolicy: a gap on a missing="error" key is fatal; otherwise it is logged and the broker serves the rest.

Off

Skip the capability check entirely.
