Owns the SM Runtime for CLI/test mode. Browser mode never constructs this — servo owns the lifetime there.
The JSEngine is a process-wide singleton (handle in ENGINE_HANDLE, engine in ENGINE_TLS). This guard owns the Runtime (JSContext) which is destroyed on drop.
