Remaining mechanical turret travel in each direction from the current zero setting,
DIAL-space mil. Both fields are magnitudes — never negative — measured outward from
zero: down_mil is travel available going down (elevation) or left (windage);
up_mil is travel available going up (elevation) or right (windage). validate
rejects negative and non-finite values.
