The previous parse a reparse splices against.

ctx is the context the tree was parsed under, from parse_with_declarations_resolved — a tier that relexes a fragment must use the same one, or a \newcommand the definition scan found makes the fragment’s tokens disagree with the tree’s. config and declared are the parse’s other two inputs, needed to reproduce it exactly.

The file-level .dtx implicit-expl signal (%<@@=...> / \ProvidesExpl*) computed from the full base text.
