BACnet time-value pair: a Time followed by a value of any primitive datatype.

The value is typed, so a Schedule writes it with its own datatype. Only primitive values (PropertyValue::is_primitive) belong here; the codec refuses to encode a List or ApplicationData.

The time at which the value applies.

value: PropertyValue

The value: NULL, BOOLEAN, Unsigned, INTEGER, REAL, Double, OCTET STRING, CharacterString, BIT STRING, ENUMERATED, Date, Time or BACnetObjectIdentifier.
