Network-layer address: network number + MAC address.

Used for source/destination fields in routed NPDUs. The MAC holds at most MAX_MAC_LEN octets on the wire: the decoder refuses a longer one and the encoder refuses to write it.

Network number (1-65534, or 0xFFFF for global broadcast destination).

mac_address: MacAddr

MAC-layer address (variable length, empty for broadcast).
