Module segmentation 

Segmentation: split and reassemble large APDU payloads.

Segmented messages carry 8-bit sequence numbers (ASHRAE 135-2020 Clause 5.2) and move under windowed flow control (Clause 5.3). This module provides the basic payload splitting and reassembly primitives.
