§Fase 92.b — mint <Credential> as <binding>: the flow-step verb that mints a declared ephemeral credential at runtime. The binding receives the raw bearer string (shown once — the type checker forbids it from flowing into a persist payload, axon-T896: credentials do not enter stores). Undeclared credential reference = axon-T895.
