Validates the bracket: lower_metres finite and non-negative, upper_metres no less, and infinite when no walk entering the object is known.

MetricRoutingError::InvalidLengthInterval for bounds out of order, MetricRoutingError::InexactRouteEvidence for provenance that is not exact.
