Fluent builder constructing a request to DescribeValidDBInstanceModifications.

You can call DescribeValidDBInstanceModifications to learn what modifications you can make to your DB instance. You can use this information when you call ModifyDBInstance.

This command doesn't apply to RDS Custom.
