DeliveryBlockedByBarrier

A foreground submit cannot be consumed because a barrier pending entry ahead of it must be consumed first. Returned by the submit preflight before any interrupt/cancel side effect, so a blocked submit never cancels the active run (ADR-0042 D6: barriers are never skipped).
