State transitions follow akka.net’s EndpointManager:
Idle → Pending → Connected → (Quarantined → Tombstoned).
Quarantined is time-bounded by [RemoteSettings:: quarantine_duration]; Tombstoned is permanent until
EndpointManager::purge_tombstones sweeps the entry.
