default_wall_clock: DurationDefault wall-clock budget per headless run.
max_concurrent_runs: usizeCap on simultaneous headless runs. Beyond this the harness queues incoming requests (FIFO).
max_concurrent_sessions: usizeCap on simultaneous interactive sessions.
event_channel_capacity: usizeCapacity of the broadcast event channel.
state_dir: Option<PathBuf>Optional root path where run logs and configs are kept.
