Configuration for Client::start_vtxo_watcher.

§migrate_deprecated_signers: bool

When true (the default), the watcher runs a periodic Client::migrate_deprecated_signer_vtxos pass that rotates funds off any deprecated server signer the wallet still holds pre-cutoff outputs under. Errors are logged and swallowed (never killing the loop), and a persistently failing pass backs off exponentially. Set to false to disable the migration arm entirely; renewal and delegation behavior are unaffected either way.
