A borrowed view of an ArcSlice.
ArcSliceBorrow is roughly equivalent to (&S, &ArcSlice<S, L>). A new ArcSlice instance
can be obtained with clone_arc.
One advantage of using ArcSliceBorrow is that clone_arc doesn’t need to perform bound
checks that was done at ArcSliceBorrow creation; using (&S, &ArcSlice<S, L>) however
would require to check bounds a second time when using ArcSlice::subslice_from_ref.
When using ArcLayout, ArcSliceBorrow is even more efficient, because it can directly
embed the internal Arc instead of an ArcSlice reference, saving one indirection.
