Threshold-based level detector for O(1) state transitions (trueno-viz pattern)

Provides hysteresis to prevent rapid toggling at threshold boundaries. Common use: CPU/memory warning levels, alert thresholds.

Arguments

• low - Threshold to transition to normal state
• high - Threshold to transition to alert state

Hysteresis: low < high prevents rapid toggling
