git refused to read the repository at all, rather than answering that a revision carries no tags.

The canonical cause is detected dubious ownership in repository at '<path>'; a path that is not a work tree and a corrupt object store report the same way. Callers that would otherwise read an empty tag list as “there is nothing to release” downcast to this to tell the two apart.
