Construct and validate one V1 manifest.

Sources, clips, and runtime sets are sorted by their stable ids. A set’s member order remains exactly as declared.

§Errors

Returns CollectionManifestError when a declaration is incomplete, ambiguous, dangling, outside the collection namespace, or exceeds a frozen V1 bound.
